'Networking ICT Clusters in Europe'

The Lisbon Strategy is to achieve European comparative advantage in the world economy. Information and Communication Technologies (ICT) have been identified as playing a key role in achieving the main objectives of the strategy: higher growth, more and better employment and greater social inclusion. Programmes and initiatives such as eEurope were launched to address the challenges of a European Information Society. Investment and innovation in ICT must accompany their diffusion throughout society.

In the context of the role of ICT in achieving the main objectives of the Lisbon strategy, NICE specifically aims to strengthen the European ICT sector by networking clusters. NICE will bridge between regions with highly innovative business environments using ICT innovations and clusters, and the less advanced regions. NICE will support networking, co-operation, knowledge transfer and joint projects between advanced ICT clusters and less advanced regions of the EU.

The overarching goal of NICE is to:
Strengthen the ICT industry by networking clusters; business clusters are the focal points for new job creation, and breeding grounds for innovative business ideas.

There are 6 objectives:
  • To boost innovations in the ICT sector in Europe by bringing together actors from the more prosperous clusters to network, collaborate, exchange experience and expertise, learn and exploit synergies.
  • To obtain new knowledge on innovations in the ICT sector and its clusters, and identify success factors and barriers.
  • To establish joint projects and business strategies.
  • To support the transfer of knowledge to participating clusters and to less advanced regions.
  • To support other regions and innovation stakeholders by generating policy recommendations.
  • To build up a long standing network amongst ICT clusters in Europe.
